Italy: The ministries of health and agriculture have presented to the Conference of Regions and Autonomous Provinces a long-awaited decree on the harvesting and processing of medicinal plants. Although the decree has not been made public yet, reports suggest the proposal would classify hemp flowers, leaves and extracts as narcotic under the terms of the Narcotic Law. If the decree is approved, cultivation of hemp flowers and leaves would require authorisation by the Ministry of Health.
