Australian opposition vows to implement internet filter by default

UPDATE: After this story was published, the Coalition changed its policy on the default opt-out internet filter. Read more here.

A Liberal National government in Australia would adopt the opt-out UK approach to filtering the internet for all Australians.

The policy comes less than 41 hours before polls open for voting in the federal election where the Coalition is currently expected to win. It is also almost a year after the Labor government abandoned its plans for mandatory internet filtering, and three years after the Coalition announced that it would not support a policy for mandatory internet filtering.

The announcement, buried in an AU$10 million online safety policy published online today (PDF) announces that under a Tony Abbott government, Australians would have "adult content" filters installed on their phone services and fixed internet services unless they opt out.

"We will work with mobile phone companies (such as Telstra, Optus, Vodafone, and their resellers) to develop online safety standards for smartphones and other devices with mobile network connectivity such as tablets, applicable to their use by children in two age groups: Children up to the age of 12 years and teenagers," the policy states.

"As has recently been achieved in the UK, we expect these standards will involve mobile phone operators installing adult content filters on phones which will be switched on as the default unless the customer proves he or she is at least 18 years of age.

"The Coalition will work with internet service providers (which provide fixed-line broadband services to the home) to develop online safety standards for those services, recognising that they are very often accessed by children.

"As has recently been achieved in the UK, we expect these standards will involve the major internet service providers providing home network filters for all new home broadband services, which will be switched on as the default unless the customer specifies otherwise."
What's Hot on ZDNet

Pre-empting the expected criticism of the Coalition's backflip on internet filtering, the party has said that the filtering proposal is about empowering parents.

"This is a very different approach to the discredited compulsory filter proposal championed by the Rudd-Gillard government, which was abandoned as unworkable," the policy states.

"The Coalition's approach aims to empower parents — by giving them the choice of whether or not to operate a filter at home, [and] by establishing the default setting as one which provides maximum protection."

The Coalition has not indicated whether it yet has the support of any of the major ISPs, unlike UK Prime Minister David Cameron, who had secured the support of the UK internet providers before making the announcement.

As expected, the Coalition has indicated that it will introduce a Children's E-Safety Commissioner to seek to remove harmful material from social media platforms.

The Coalition also announced that cyberbullying could potentially become a criminal offence.

I'm not really up on Australian politics, but I recently saw this. Pretty funny stuff.

Aussie Election: A Game of Polls - feat. Julian Assange Farnham [RAP NEWS 20] - YouTube
a man named Abbott won the australian election, and will now continue on with what his party's predecessor prime minister started, namely the further dismantling of workers rights, lowering of wages, job cuts everywhere, especially in health and education (don't you know the children are our future?).
on the plus side, mining and energy companies, as well as banks, will continue to make unheard of profits, new taxes on people not companies will further divide the have and have-nots, etc...
forget about any MMJ/legalization legislation being tabled with this govt. that part of life will continue to get worse for the humble aussie pot-smokers and cancer-sufferers...

there you go, wonk. you're up to date now;)

You got no idea dude..... this prick will cut our kid's school bonus and implement a 3rd rate broadband system that will be the laughing stock of the modern world. I will probably also lose my disability pension & it's all that fucking red cunt's fault for disrupting the labor party leadership. I urge everyone to join your local HEMP party and work harder for freedoms that other countries enjoy.

Well, that is what the Democrats want to turn the US into here. While the Republicans pander to mega corporations who rape everyone for everything that they have. No hope here either.

You presumably have no idea about socialism because while you are right about Australia being a shithole (a prison colony police state Ponzi scheme) it certainly isn't socialist unless you are referring to the communism which Karl Marx envisioned but was butchered beyond belief by the likes of Stalin. Australia today really is a perverted neoliberal state that more and more has been allowed by Australians to head towards a totalitarian police state e.g. the surveillance laws they are currently trying to push through stand to be the most Draconian of any so called democracy in the world. I think though the biggest issue Australia has on this front is Australians are apathetic and have slept away their civil liberties and human rights while voting consistently for racist, xenophobic rednecked morons (e.g. the entire Liberal Party and half of the Labour Party) who have strong right wing leanings. BTW - "50% or more lazy stupid welfare animals." Are you Australian? because you seem to know fark all about Australia.

Hey Glow.
I'm surprised people just sit back and allow the government to pass security laws and don't seem to care.

They are trying to pass a law now that allows the defence force to be mobilised *in case of emergency* and have tied it to last year's bushfires.
The law will allow a federal politician to impose martial law, and suspend requirment for warrent to be needed to enter private property, and also allow mass detention without charge.

The last election was won by Scomo because Labor wanted to steal tradies' utes and ban sausage sizzles at Bunnings, wasn't it??
Our rugby league loving goofy-dad PM Scomo grew up in a $20m+ house on Sydney's northern beaches, was a child actor and happy claps at a prosperity gospel church.
No wonder he has no soul.

Broke up with his bf trump and tried to blow biden already.

Trump called him a man-of-titanium.
Guess it escaped him how light weight titanium is

Yeah just look at the way they have responded to Covid and it paints a very clear picture of Australia re apathy, a lack of spine and their brand of politics. It's the only argued to be democratic country in the world that has locked out its own citizens from returning from overseas (argued to protect Australians but by leaving about 100,000 or more Australians in Covid hotspots - some of whom are old and vulnerable - that's just damned criminal and more importantly in violation of international law - a point we are picking them up on now and we fully expect to take this one to the international courts to hold Australia to account) and one of two dipshit countries *NZ being the other which arguably is a satellite state of Australia anyway* who forcibly illegally incarcerate their citizens for 14 days when they arrive into Australia (again in violation of international law - re the right not to be arbitrarily detained). And no mate, successive Labour Governments have not allowed weed to be legalised and I fully expect nor will they because they are as big a pack of cocksuckers as the Liberals - Don't forget who sold out Australians and the Unions in the past two generations - both Liberal and Labor. Labor is a freaking joke. The whole political system in Australia is. Fer fucks sake Liberal is actually conservative and Labor (sp) is liberal/neoliberal and can't even spell "Labour" correctly (morons!!).

Australians need to wake up but after years of hoping for that I left. If your government is screwing you its up to the people to rise up and say fuck no to the government. That requires protests, mass strikes and civil unrest. Aussies seem though all too happy to sacrifice their freedoms to a bunch of political gimps for a false sense of, constructed by BS, safety and security. Meantime these gimps sell Australia and Australians off to China while winning elections on xenophobia/racism and the lie these colonists (ancestors of Brit convicts most of them) spin about border security (yeah don't know if you have noticed Australia but the biggest incursion on your border in Anglo English Australian history has just occurred because the gimps you vote for pimped you out to China - the very place Covid originated from and was allowed exit from China and entry into Australia because you failed to protect Australians and the Australia's border when it counted). Anyway, lol, don't get me started (e.g. Melburnians fer fucks sake and that dickhead Dictator Dan Andrews with his knee jerk Draconian lockdown after his government singlehandedly ensured the virus could enter and spread again) but don't expect civil liberties and human rights to be respected unless you are prepared to fight for them (this is particularly true in Australia today as the last of your civil liberties and rights disappear in what is quickly turning into a totalitarian police state). Anyway mate, the way I see it is the problem in Australia is Australians because it is up to them to change things and so far they have hidden under their beds or tossed prawns on the barbie (or both) bullshitting themselves that "she'll be right". Lol okay that's off my chest:)

Not really as the US has a constitution where rights are deeply embedded in this constitution re the right to peaceful assembly, the right to freedom of speech and perhaps most importantly the right to bear arms (yeah that one has gone a bit pear shaped poss because the forefathers couldn't predict AR15s and mass killings etc). Australians don't have such freedoms embedded into law. There is no right to freedom of speech in Australia, the question of the right to peaceful assembly is now open to question and Australians were disarmed after a single mass shooting in Tasmania in 1996. Also the psychology of Americans is that they hold dear freedom and liberty above all else with respect that a person who sacrifices their liberty for temporary safety deserves neither liberty nor safety. Australians hold fear deeply in the Australian psyche (largely as a result of decades of be afraid be very afraid racist and xenophobic rhetoric systemically entrenched in politics and amplified through horrendously IQ challenged Aussie media) and would too often sell out liberty for a false sense of security. So yeah very different political systems, laws and psyches between the two countries.

..and was allowed exit from China.. ..his government singlehandedly ensured the virus could enter..
Contact tracing of early cases in California showed it was spreading from November.
And that it was probably active in China from September '19.
It didn't really become noticeable until December.

In USA , a year after it is known, and with all the understanding of the disease gained over that year, they are pushing up to 200k cases per day, and no plan to mitigate it, except waiting for a vax, sometime next year, that a very large minority in that country will never take.

I'm not a fan of Chinese-Australian relationship atm, but I'm not sure they allowed anything.
If it had already spread, what do you suggest they should have done?
( Please no magical solution that involves a time machine )

This disease is highly contagious, with a long incubation period that is generally symptom free.
If it was a quick onset and more deadly, like ebola say, the disease tends to kill it's hosts before they can spread it

This virus just does its job.
Replicate and spreads.
Not sure it stops to ask permission from Dan Andrews or any other politician.

I don't enjoy the apathy that allows Aussies to accept a loss of privacy rights.
With the power of computer, drones and surveillance equipment, the world was always going to break into two camps.
One led by authoritarian government, the other led by totalitarian government.
It is just mans' nature to control each other, if they can.

Lol yeah don't get me wrong I don't subscribe to the racism that has been levelled at Chinese people in Australia and elsewhere. It sure as shit isn't the average Chinese persons fault that Covid occurred. Their government just like the Australian government doesn't represent the average person. Yes the virus that is so deadly you don't know you've got it. I've had it BTW. Caught it months ago here in Mexico. Thought I had a cold but got tested because others were testing positive. Tested positive. Was surprised. What a bloody anticlimax that was. So yeah let's bankrupt the planet and engage in the mass violation of civil liberties and human rights to protect the old and ill when in fact what should be done now we know Covid is a bunch of overhyped toss is protect/isolate the old and vulnerable while the rest of the world goes about living.

Mitigation isn't just about protecting the older or vunnerable in society.
You are lucky your immune system allowed an easy ride.
A large proportion of survivors have ongoing neural, cardiovascular and pulmonary issues to deal with.
It's not just about the death rate at all
Cancer detection in Australia is down 45% in last 6 months
Pretty sure covid didn't cure any malignancy, so a fair few ppl going to have to deal with larger issues down the track.
If it runs rampant, then people will die of other causes, independent of if they are infected by covid or not
Acute trauma victims ( car accident ) or chronic disease ( cardiovascular disease ) patents will suffer, because resources aren't available to them.

The economic situation isn't an either or effect either
Luckily for me I live in a region that had 3 cases total ( sw western australia ) and now our country appears to have it under control.
Our local economy is pumping like it hasn't in almost a decade.

No one will act normally until life is normal.

Unfortunately in usa, their early modelling showed a build up, until lockdown, and then a marked drop off.
They didn't seem to consider reinfection after the original drop off
Also, usa never had a serious attempt at lockdown, ever.
In New York and New Jersey, yes, but what happened in the sunbelt, full partying in midst of spread, was less than a joke

People can discuss rights to liberty, but while the right to stupidity is enshrined in usa constitution, the right to infect fellow citizens with a deadly disease, is not.

Just seems that almost everything in life in usa is never acted on decisively, people would prefer to sit back and get into endless debate about the nature of existence, fairness, ridiculous objectivity with what-aboutism or threat of legal action.

The political rule#1 in USA seems to be promise little and over deliver.

They've gone one extra step lately , promise nothing, and deliver that in spades.

As far as any forn of mitigation causing drink/drug issues.
The worlds' problem with legal alcohol being the prefered recreational drug because it's a social control due to its phychoactive sedation character, and recreational use of similar pharmaceutical ( benzo/opiates/psuedo opiates ) and their abuse is no new thing..

One of the main reasons I came to this site was my objection to alcohol policy and exposure to exodus collective's c.a.n.a.b.i.s ( citizens agaisnt narcotic abuse by ignorant society ) program.

My father owned a pub/liquor store and also tobacco shops when I grew up
He had the second largest tobacco selling shopfront in western australia, at that time
He didn't smoke tobacco.
I consumed neither of his products back then, and used to point out to him the impact, social and health, of those two poisons, neither offering much medical benefit in any circumstance.
He would abuse me for selling weed in *high* school.
When I compared the products, all he could reply was, his shit was legal.

Anyone who puts legality over ideals is just a common dog.

To the point of covid restrictions causing mental ilhealth, I accept that.
But these times themselves, the uncertainty are likely to cause distress.
If I wanted to be flippant, id just say, "there has always been EMOS around, why don't the snowflakes suck it up."

The people living around the world exposed to war, treacherous governance or the terror of hunger brought about by poverty have a far greater claim to sympathy.

An unfortunate thing about covid is, it's just another vehicle that allows people to prosecute political disharmony...

Actually it is your immune system that kills you through a cascade event with Covid. I have a compromised immune system and it may have been this that made my symptoms so light. I've also had Dengue twice and they have a theory that the damage Dengue does to the platelets in your blood protects you from similar thing that occurs with Covid.

About 15 of us came down with Covid in the crew I was associating with. We were all partying together. Our concept of social distancing was to use our own note to snort blow:) Sharing spliffs was obviously an issue so we all just went fuck Covid, bring it on! Pass me that bloody joint mate, saliva and all! All of us did just fine. No doctors required and definitely none of us needed a hospital or oxygen. So statistically among this group 0% had issues. That said, Covid hit the town I was in like a tidal wave. Everyone was hit. Its transmissibility is only as impressive as its' impotency. Also what needs to be said is there were 12 deaths that I know of in the town. Population of about 3000. It sounds like you are getting your information from the Australian media through what amounts to media terrorism that has turned once sane Australians into a bunch of yellow bitches hiding under their beds. This only supports what I said earlier about the problem in Australia and why Aussies have allowed gimps to turn the shithole into a totalitarian police state is Aussies. Let's face it mate the average Aussie knows fuck all about Covid because they haven't seen it. I have and so have loads of others outside of Australia. Everyone in Mexico has seen it in action big time. The same too goes for France, Italy, Spain, the UK etc but as an Aussie its perhaps wise not to talk about something your only understanding of comes from the media - a media which at the best of times is a farce but during Covid has become what can only be described as a propaganda machine of sheer stupidity. "Make the lie big. Keep it simple. Keep saying it and eventually people will believe it." Adolf Hitler...

Re "the people living around the world exposed to war, treacherous governance or the terror of hunger brought about by poverty have a far greater claim to sympathy." Good point. I call Covid the soft assed spoilt western disease. The west is more than happy to let others die but the moment their lives may be in peril they suddenly have a problem. What is it now? 1.2 million dead from Covid. Suck it up! 9 million people die from starvation every year because they are too poor to buy food but now the west has a problem because their arses on on the line - even by a tiny percentage.

Re "A large proportion of survivors have ongoing neural, cardiovascular and pulmonary issues to deal with." Actually statistically it is a tiny percentage. Other diseases leave residual problems in far higher percentages.

BTW did you know that an estimated 10% of the human DNA was shaped by viruses? Maybe Covid is important for our evolution even if that is only to eventually make people get a heart (I'd say brain also but that is probably too much to hope for). Oh and yeah personally I was hoping for a zombie apocalypse but I am still hopeful because perhaps they will screw up the vaccine and viola I get to imbed an axe in Scott Morrison's and Tony Abbott's heads and I don't get arrested :)

I'm not sure Aussies have become a mob of yellow bitches hiding under our beds.
I think it's because so many have their snouts in the trough and happily live off the fat of the land
Before covid we had highest living standards and highest real income per capita of any nation on earth.
We are lucky in the amount of resources royalty our Common's-wealth receives.
Very little crime, and a population used to respectful and moderate discourse

More a bunch of disinterested and detached people living a soft and care-less existence in a blessed land.

2020 has been a very awkward occursnce for many who would of wished the world was moving towards a more equal and fairer place for most..
Especially in the developing world
It is clear now that there is no going back to the apparently easy lifestyle many enjoyed until just a year ago.

Personally , I think that over the next years the world will basically split into two hegemon.
To produce a pax universal.

Nations will gravitate to either a totalitarian group obviously led by China, or an authoritarian grouping of western nations
They will invest their energy into supressing their own citizenry, and not waste effort on military adventure
This is an obvious outcome of the andvancement in computer power and storage
Why should a polical ruling class offer anything more than lip service to privacy??
Where does intuition end, and imagination begin though?
I'm not really comfortable casting fantasy on this site

Your quote of Adolf Hitler is remarkable to me, by your casulness.
Spengler's decline of the west was written as a criticism, but appears to be more now used as a how to.
The fictious chronicles of Z. also now appear to be used as a how to for control going forward.

It has been interesting chatting with you.
If you would care, I'm happy to chat by PM.

But surely there are other sites online more suited to discussion of this political nature

This is a garden site, focussed on canna, afterall.
While Shanti has always allowed his guests on this site a very high degree of autonomy in how we conduct ourselves, I'm not sure if he is totally comfortable with the direction some of these threads are taking.

This site is Nevil and Howard's legacy to a degree, and a public face to Shanti's ongoing business projects.
I'm also not sure that these discussions are welcoming to some new members who are only here to understand canna and it's husbandry.

We are all family, and as they say in lilo and stitch "Ohana means family, and family means no one is left behind, no one is forgotten"
Let's not forget other members who are not comfortable discussing these topics

On that understanding, and with respect to our host's purpose in maintaining this site, can I ask you please to consider whether this topic of conversation is best explored here?

You are a fellow member, and not for me to direct.
I am.also an.anarchist, so in no position to expect anything from you.
But I hope you can consider the point I have raised.

There are many more sites, with people there for the express purpose of engaging in discussion of this nature.

I come to this site as a gardener.
The discussion in C19 prophylactic medicine seemed to drift away from.mediclne, and approach conspiracy casting and racism to a level I think is unacceptable on a site open and welcoming to all people on this earth interested in canna.

I hope the world does not get to a phase anytime soon where in Australia people would find it reasonable to put an axe into the head of any of our politicians.

Personally I had hoped that humanity would be able to evolve by manifesting new and more valid ways of relating to each other on this earth.

To grow up.

If humanity is just reaching a pubrty stage now, it is time to give up on our collective childish ways.
Universal peace may be a beautiful ideal, but a universal peace in practice will not be so graceful.

I'm not sure what will become of us, but hopefully we can act in peace while here.

Thanks for your communication.

Thanks glow.

To pull you up though if this is a gardening thread why is it about an internet filter and Australian politics? So we are talking Aussie politics mate because this thread is about Aussie politics and appropriately censorship which you have just tried to do (as an anarchist lol). In fact talking gardening on this thread would be off topic.

We'll need to agree to disagree mate. Your lived view of Australia is very different from mine and as someone who has lived in numerous countries, Australia certainly does not have the highest standard of living in the world - not even close. That'd be being brainwashed if you believe that. It's a Ponzi scheme mate. And like all Ponzi schemes the people at the top have to con people at the bottom to buy in but ultimately a hell of a lot of people lose in that scheme. The quote by Hitler btw surrounds propaganda. "Make the lie big. Keep it simple. Keep saying it and eventually they will believe it." Adolf Hitler. It's regularly used to explain how propaganda works and frankly that quote nails it. Saying things like Australia is the clever country is propaganda. Putting things like internet filters in play and creating Draconian mass surveillance as the Libs are now attempting to do (and no doubt will pull off because the average Aussie will sleep through it and apathetically give up their rights that others fought and died for) are examples of how Australia is quickly descending into a totalitarian police state - although the knee jerk hysterical Covid response Australia has engaged in with Covid has perhaps escalated that..... i.e. it already is a totalitarian police state or at least in Vic under dickhead Dictator Dan Andrews - and shown them that they can actually pull just about any crap off and the Aussies will wear it. Just add a little fear and they'll wear anything. "Those who would give up essential Liberty, to purchase a little temporary Safety, deserve neither Liberty nor Safety." Benjamin Franklin .

Re "I come to this site as a gardener." = Stick to gardening threads then. That's a no brainer.

Thanks Vlad. Go well.

Glow, thanks for your point of view.
But I'm not sure you understand what you are saying.

I asked you please respect the site.
Not to drop your death cult fantasy about end of times mayhem that would allow you to put an axe into another man's head.
I don't know how to take you.
Are you an immature fantasist that gets off on some dream of killing men, or are you a true death cultist? No different from Taliban except you might not wear a dress in public, and you get to drink cerveza??

As far as your confected indignation, about me attempting to censure you, nothing could be less true.
I suggest you take your death cult fantasy somewhere else.
I don't try and remove your voice, which would actually be censorship, I just ask you don't raise them to me, here.
So don't cry censorship, please.

Australia had highest per capita income of any nation, judged by OECD, before covid.
Which was what I said
I didn't say it was a utopia.
Nor is it an equal society, but which country is perfect?
Australia never fought and died for our rights.
We went to war to fight fascism in Europe
And then to suppress peoles rights in Asia, becesuse it didn't suit the US to respect two UN referenda results that favoured socialist in Korea and then Vietnam.
None of that was a threat to our rights here.

Do you think that Australian is any more under threat from surveillance than any developed nationi in the world currently? Or in the near future?
Please tell me the place that I can escape to to maintain my privacy?

I wrote incorrectly, when saying this was a gardening thread, what I meant was this is a gardening site.
So to have two members engage in petty political bickering is probably distasteful to many.
If me speaking to your better nature, not to fantasise about killing, not to offer simplistic solution that does not suit my country is perceived by you as censorship, then I am afraid you are more delicate than I guessed.

We do not have the apparent obligatory thirst for viloence here that you call out for.

Nor your countriy's obsession with liberty.
We live under Roman/British law, and as a populace don't run to paranoia.

While you may have breezed on through Australia at some time, I'm not sure how much you understood this place.

Nor do I understand your fixation with Darren Andrews.
He's quite popular with the people who live in his state, and vote for him.
Maybe the corner of the internet that you get your information from isn't as representative as you think

We don't have this *expression* here, nor do we need it.
So please don't try to export it.
Being a social anarchist is just being a hippy, after all. 🌏☮✌
